Project Overview
To strengthen long‑term water security and support growth in Rutherglen, we are improving the town’s recycled water scheme.
This upgrade will improve the infrastructure used to supply recycled water for irrigating the town’s public parks, sports ovals, schools, golf course and nearby farming land.
The project involves:
- Construction of a new Rutherglen Wastewater Treatment Plant and installation of a 1 ML recycled water storage tank (approx. $9 million)
- A major upgrade and expansion of the winter storage lagoon to 320 ML (approx. $3 million)
- Upgrades to irrigation systems across public parks and the Rutherglen Golf Course (approx. $150,000)
The project is supported by a $5 million contribution from the Victorian Government’s $211 million Water Infrastructure for Sustainable and Efficient Regions (WISER) program.
Project Outcomes
The project aims to achieve 100% reuse of recycled water in Rutherglen. Upgrading the treatment process will produce a higher class of recycled water, allowing it to be used with fewer restrictions to keep parks, sporting fields, and public spaces green. This will help make the town an even more enjoyable place to live and visit.
The upgrades will deliver a more reliable supply for our existing farming and recycled water customers and create opportunities for new users in the future.
During wetter years, when demand for recycled water is lower and surplus water must be released to the Murray River, the upgraded plant will offer improved treatment to reduce environmental impacts and support healthier waterways.
The improved infrastructure will also support population, industry and tourism growth by unlocking an estimated 500 housing lots in the area.
Current status
Phase 1 - Irrigation upgrades
Irrigation improvements at
the Rutherglen Golf Course, Barkly Park and Rutherglen High School are close to
completion. These works support long‑term system sustainability and drought
resilience, while helping to keep local green spaces healthy and enjoyable for
the community
Phase 2 - Treatment upgrade and recycled water tank
Design work for the new wastewater treatment plant upgrade is nearing completion. The project is expected to go to tender for construction in mid‑2026, following Environmental Protection Authority (EPA) approvals. This tender will also include the installation of a recycled water storage tank at the Rutherglen Golf Course.
Following consultation with key stakeholders, the Rutherglen Reserve Committee of Management and the Department of Energy, Environment and Climate Action have formally approved the construction of the 1 ML recycled water tank at the golf course. North East Water is now working with the club on the detailed design and final placement of the tank.
Phase 3 - Additional winter storage capacity
A suitable location for the expanded winter storage lagoon has been identified within the existing treatment plant site. Detailed design work and site investigations—including flora and fauna assessments, cultural heritage reviews and geotechnical studies—are currently underway.
